I consider that though animals can be detected by people, unlikely that somebody of them pick cat or dog up and that is better to animals be in closed setting, but in safety, than on freedom, causing danger themselves and people around.
To draw the conclusion, one can say that men must make sure that they can provide a pet everything that it need before buy it.
