2. Проводники, предназначенные для передачи электрической энергии поездам - это третий рельс либо подвесной провод.

Инфинитив - to be.

Не следует переводить "используются", т.

К. в этом случае должно быть простоused, а неto be used.

3. Для перевода железной дороги на электрическую тягу, необходима дорогостоящая реконструкция.

Другой вариант : Чтобы перевестижелезную дорогу на электрическую тягу, нужны дорогостоящие работы по реконструкции.
