Higher Education in Russia [1] Higher education plays an important part in the life of any country as it provides the country with highly - qualified specialists for future development and progress.

It trains people to become teachers, engineers, lawyers, doctors and other professional workers.

After graduating from the university they may go on with their study and research and may get a still higher degree.

Education is the way to success.

[2] Education is a process through which culture is preserved, knowledge and skills are developed, values are formed, and information is exchanged.

In all the industrial countries standards of living are steadily changing ; this means that the kind of education, which was good enough thirty years ago, is not necessarily good for them today.

[4] Besides, knowledge and information which comes through the mass media must also be taken into consideration.

This information explosion has affected every field of study, especially, of course, in the natural and applied sciences and in all other sciences as well.

The increase of information requires new methods and new approaches to students' training and instruction.

[5] At present a new system of education is introduced in this country – a distance education system.

This computer system of learning helps working professionals to continue their education while remaining at their jobs.

This system enables people to get knowledge and a good foundation in the sciences basic to his or her field of study.

Distance learning has developed over years from satellite video courses to modern videoconferencing through personal computers.

Funding for education and research is provided by funding councils set up by Parliament.

The number of universities jumped in 1992 when polytechnics and some other higher education es¬tablishments were given the right to become universi¬ties.

By the end of 1994, there were some 90 universi¬ties, almost half of them former polytechnics, including the Open University.

Many of the colleges of Oxford and Cambridge uni¬versities were founded in the 12th and 13th centuries.

All other universities in Britain were founded in the 19th and 20th centuries.

The Open University, based in Milton Keynes, England, was founded in 1969.

It uses extension techniques of correspondence courses, television and radio programmes, and video cassettes, supported by local study centres and summer schools, to provide higher education opportunities to a wide variety of people.

During the 1960s there was a significant increase in the number of new universities, reflecting a fast growth in student numbers.

During the 1980s, an expansion in higher education places led to another large jump in stu¬dent numbers.

In the 1992 - 1993 academic year there were more than 1.
